Kam FalkenthalDirector - Regulatory ConsultingKam Falkenthal is a recognized expert on FCC licensing and operational compliance matters, and leads the related consulting and support services practice in Pinnacle Telecom Group. Prior to joining Pinnacle Telecom Group, Kam led the regulatory consulting practice at Edwards and Kelcey, and before that she was a senior consultant in Bellcore's regulatory and public policy consulting business unit. Kam started her career in the operations department of AT&T Long Lines. She later moved to New Jersey Bell, where she was responsible for all of that company's radio system licensing and compliance matters. In 1977, she joined AT&T's General Departments (corporate headquarters), where she directed licensing and compliance matters for the entire Bell System, and represented AT&T and the then 23 Bell Operating Companies to the FCC. During her tour at AT&T, Kam played critical roles in helping the FCC to create and establish rules for both the Domestic Public Cellular Radio Telecommunications Service and Basic Exchange Telephone Radio Service (BETRS). At AT&T's divestiture in 1984, Kam was assigned to Bell Atlantic's technical regulatory planning organization, and directed that regional telephone company's radio licensing and regulatory compliance activities. Later, she moved to Bellcore, where she was responsible for providing FCC radio regulatory consulting, rulemaking information and analysis, rules interpretation, licensing and compliance support, FCC liaison services, and industry and standards forum representation for Bellcore's clients, chiefly the Regional Bell Companies. Kam also provided clients with FCC spectrum auction reports and analyses, and the first PCS licensing area maps. While at Bellcore, Kam was also responsible for licensing the government-mandated National Security and Emergency Preparedness radio system. Kam has served two elected terms as Vice President of the National Spectrum Managers Association (NSMA), has been a long-term member of the NSMA Board of Directors of the NSMA, and also chairs the NSMA's Regulatory Committee. In 2006, she was named an NSMA Fellow. Kam was also instrumental in the 1983 formation of the Council for the Telephone Maintenance Advisory Committee (TELFAC), the FCC-certified frequency coordinator for the Telephone Maintenance Radio Service.
